Scope of Cover: The Minimum Compulsory Cover
If motor third-party liability is not required by law in participating states, the Yellow Card Scheme shall correspond to the Motor Liability Insurance Cover for the Motorist, based on the legislation in force in the country of the accident. The prime policy should be endorsed to reflect that a Yellow Card cover has been issued under the concerned prime policy.
Participation In The Scheme
Yellow Card Reinsurance Pool operates between participating states that have complied with the requirements for implementing the scheme and have signed the Inter-Bureau Agreement and the COMESA Yellow Card Reinsurance Pool Constitution.
The current participating states of the Scheme are Burundi, Djibouti, DR Congo, Eritrea, Kenya, Malawi, Rwanda, Sudan, Tanzania, Uganda, Zambia and Zimbabwe.

COMESA Yellow Card, also known as third-party motor vehicle insurance, is a regional insurance card scheme recognized by participating states as proof of insurance coverage in accordance with the national laws or regulations governing liability for motor vehicle accidents.
The Yellow Card Scheme Card is standard and uniform in appearance throughout the region, making it easily recognizable as a certificate of insurance at border crossing points.
