Scope of Cover: The Minimum Compulsory Cover

The types of motor insurance policies applicable for the COMESA Yellow Card cover shall be:
Whenever vehicles insured are transiting or visiting other territories as part of the Scheme, the COMESA Yellow Card will provide the required minimum third-party liability insurance coverage that is required in the territories of those participating states.

If motor third-party liability is not required by law in participating states, the Yellow Card Scheme shall correspond to the Motor Liability Insurance Cover for the Motorist, based on the legislation in force in the country of the accident. The prime policy should be endorsed to reflect that a Yellow Card cover has been issued under the concerned prime policy.

Participation In The Scheme

Yellow Card Reinsurance Pool operates between participating states that have complied with the requirements for implementing the scheme and have signed the Inter-Bureau Agreement and the COMESA Yellow Card Reinsurance Pool Constitution.

The current participating states of the Scheme are Burundi, Djibouti, DR Congo, Eritrea, Kenya, Malawi, Rwanda, Sudan, Tanzania, Uganda, Zambia and Zimbabwe.

COMESA Yellow Card, also known as third-party motor vehicle insurance, is a regional insurance card scheme recognized by participating states as proof of insurance coverage in accordance with the national laws or regulations governing liability for motor vehicle accidents.

The Yellow Card Scheme Card is standard and uniform in appearance throughout the region, making it easily recognizable as a certificate of insurance at border crossing points.

Third Party Property Damage Cover

If the insured vehicles are transiting or visiting the territories of other participating states where liability for third-party property damage is not compulsory, the Scheme will provide additional coverage that includes liability for third-party property damage subject to the maximum limits of liability payable:

Additional Cover: Emergency Medical Expenses Benefit

The insurer shall, subject to the limit of indemnity, pay to the insured reasonable emergency medical expenses incurred in connection with any bodily injury by accidental, violent, external and visible means sustained by the insured or his driver or any occupants of the vehicle (as specified in the prime policy and COMESA Yellow Card) as a direct and immediate result of an accident to the insured motor vehicle while transiting and/or visiting the territories of other participating states which are parties to the Yellow Card Scheme.

Claims

If an accident involving a Yellow Card holder occurs in a country which is party to the Scheme and which might result in a claim against that policyholder, the National Bureau for that country shall be notified and must handle the claims on behalf of the issuing bureau so long as the authenticity of the Card has been established.
